IMDB probably took their information from Nowlan & Nowlan, <Film
Quotations> 1994.  Here's what Nigel Rees's recently published <Brewer's
Famous Quotations> has to say:

<A belief still persists that something like it was said in one of the
TV episodes but, if so, this remains to be found.  Nowlan & Nowlan,
_Film Quotations_ (1994), confidently assert that in _Star Trek:  The
Motion Picture_ (1979), Spock says to Kirk, "It's life, Captain, but not
as we know it."  However, given that the Nowlans refer to "Dr Spock", it
is hardly surprising to find that, in fact, the line is not actually
uttered in the film.  This is not the least of the apocryphal lines they
happily include in their book.>
