[PW] Further adventures with Spamhaus

The number of subscriptions being disabled by bounces has continued  
to grow; it's now well over 100. (See the earlier message for the  
details about why this is happening.)

Our hosts have offered to move our lists to another server. We will  
probably do so, but not for a few days at least. (The change, if and  
when it occurs, should theoretically make no difference except to  
people who filter by IP address. Which is annoying because that has  
been part of the workaround for the Spamhaus problem.)
