Sometime between 1985 and 1989 (Im guessing) I saw an English film on BBC (via US Cable).  It was a children's film taking place in the English countyside.  The plot revolved around eccentric, almost magical older women.  One scene I remember vividly, an older woman walks into a laundromat with straw and a birds nest and ribbon.  She places the materials in a dryer, and when the dryer is done, she has a beautiful straw hat (This gave me the idea to put sugar in our dryer and make cotton candy...didnt work.)

Can anyone tell me what movie this is?  I have had no luck searching English movie databases or English children's films.
