Well, to take the discussion back to Texas, I work close to the Texas
Capitol, and when the flags need to be flown at half-staff, the
foreign flags outside the State Library, (the six flags of Texas) are
removed and only the Texas & US flags are there. So, maybe American
sites fly only the lowered American flag?
