Fred-

A discussion of "close, but no cigar" appeared in two volumes of the old RQ: Reference Quarterly magazine (now Reference and User Services). It appeared on page 271 of vol. 23 and on page 16 of vol. 24. (I haven't had time to go downstairs and dredge up the film on these issues, but vol. 23 may just have the question, and vol. 24 a possible answer. I can look later if you need me to.)

As for another quote:
