I decided to look at Title 4, Chapter 1 of the U.S.
Code

And especially, section 7, Position and manner of
display

which is the official Federal laws regarding the Flag.
It's not mandatory for civilians -- there are no
penalties of any sort for displaying the Flag in ways
prohibited by the Code and I have seen it displayed in
very odd ways.

The Code *does* however refer to "staff", "flagstaff"
and "half-staff". It lists a lot of things regarding
when and how to fly the flag at half-staff, but
nothing in regard to the issues that have come up on
the list. Nothing about the original question,  any
places that either do not ever fly it at half-staff OR
that always do so. Nothing about the situation where
one country's flag is at half-staff and the other
country's isn't.
