Here is flag etiquette according to the US Code:

According to this Fort McPherson, US Army,site, the Arizona Memorial 
at Pearl Harbor, the Tomb of the Unknown Soldier and Arlington 
Cemetery are the three places where the flag is always flown at 
half-staff.  See the section titled Test Your Flag:

I know this doesn't really answer your question but I didn't find any 
sources that discussed places where the flag is never flown at half-staff.
