[PW] ? "Annex" as a part of a research paper

A patron called a bit ago asking about this. Her
professor told her she needs an annex as part of her
paper. She knows what an appendix is, and an index,
but "annex" as part of a paper is new to both of us.

I've found a few examples on the internet, including
one that was part of a document from the British
Government (published by Her Majesty's Stationery
Office and with a forward by the Prime Minister), but
no definition. Of course, most things that come up for
"annex" are actually referring to a part of a
building.
It doesn't seem to be in any of the usual manuals for
researching and citing research papers.

It seems to me, just extrapolating from the examples
I've found, that an annex is a separate document,
perhaps even from some other source, that is related
to the paper at hand but not as closely as an
appendix, which is a intricate explanation of some
detailed part of the paper. (I always think of
Tolkien's appendices to Lord of the Rings, with the
information on the languages, calendar, etc., of
Middle Earth.)

Can someone tell me if this is a proper definition of
the term, or point me to a better one?

(Has anyone on the list ever actually used an annex to
a paper? As I said, this is an entirely new concept to
me.)

I know, I could just tell her to ask the prof but I
think this is an online or distance course and that
might be harder for her to do.
