There were a number of things that achieved this but I believe you will find that it started with the Dawes Act and the Dawes Commission, but was completed through the Indian Citizenship Act of 1924 that gave full citizenship and the right to vote to all Indigenous peoples the US.

I can find lots of information about people voluntarily leaving the
reservations, but nothing about when they were first legally able to do
so. The BIA website seems to have all sorts of restrictions on it.
