"1880 - Civilization Regulations - Congress set up a series of
offenses that only Indians could commit. Outlawed Indian religions,
the practices of "so-called" medicine men, ceremonies like the Sun
Dance, the leaving the reservation without permission. These
regulations were in place until 1936."
Whether they were enforced or not for that period of time is, of
course, a question. We all know of laws that are on the books but
never enforced.
What these regulations included is also a question. I haven't been
able to find a copy on the Web. Their existence was called into
question until, allegedly, a copy showed up in the 1980s. All the
verbiage about the civilization regulations above, including the date
of 1936, can be found on the Web in multiple places, but those places
all seem to have identical or near identical language calling into
question the source of the date.
