FWIW, it seems that the US State Department can't tell the difference,
either. My passport (issued in 2006 February) has images of the seals of
the various states and includes the STATEs of Virginia, Kentucky,
Massachusetts, and Pennsylvania.
Of course, expecting historical accuracy on the part of the government
may be asking for a bit much.
