There definitely was such as thing as Blue Ribbon Tea--if you search for 
"blue ribbon tea" on Ebay, you'll see some advertising materials for sale. 
And I think in a Completed Items search there were tins.

Also, there seem to be collectors of tea cards that came in boxes of both 
Red Rose and Blue Ribbon teas. So it's pretty clear that it was a companion 
Brooke Bond brand. A listing of links related to the collectors is here:

I wasn't able to find any evidence that Blue Ribbon Tea is still being sold.
