I am assuming, and violating Francis Gates's First Law of Law Librarianship, "Assume nothing!" that you have checked LISA and Library Literature.
I've run a quick check of Worldcat, and there may be more than one person named Ajit Kumar Mukherjee. There are hits for him (her?) as a scientist and librarian.
Searching WorldCat under LIBRARIANS--INDIA--BIOGRAPHY results in several hits for S.R. Ranganathan, and some general biographic information. You might want to contact the libraries who hold this title:
Men of library science & libraries in India.
