[PW] UK historic trade directory

I had a question this morning on Ask-A-Librarian from the UK. A gentleman wants to find the dates of existence of John Watkins, Photographic Gallery, trading at 34 Parliament St, Westminster, London. He is trying to identify people in a photograph and he thinks a trade directory might list this company. He says it would be mid-19th century. I have looked at Historical Directories Online from the University of Leicester but I didn't find Watkins.

Barring that, does anyone in the UK know where  this man might get help? Sylvia?
