I think that it refers to the fact that birds sit around quietly when they
are moulting
This passage comes from "BIRD NEIGHBORS. An Introductory Acquaintance With
One Hundred and Fifty Birds
Commonly Found in the Gardens, Meadows, and Woods About Our Homes
By NELTJE BLANCHAN
INTRODUCTION BY JOHN BURROUGHS
1897, 1904, 1922 "
Online at http://www.fullbooks.com/Bird-Neighbors1.html
" In June few species of birds are not nesting, in July they may rove about
more
or less with their increased families, searching for their favorite foods;
August finds them moulting and moping in silence, but toward the end of the
month, thoughts of returning southward set them astir again."
