I'd suggest that his limited experience as a state and federal
legislator (not a leader in either sphere) wouldn't necessarily have
fitted him for the post as wartime President.

As for his legal background, even less so.

I'm a little biased about this, because I've been reading Doris K
Goodwin's "Team of Rivals" which describes in great detail how he
managed his job and his diverse Cabinet.
