We have the journal in question:

But I've just gone through the table of contents pages for each issue from 
1990 through 2003 (whole issue numbres 79 through 154) without finding this 
article or anything else by Leslie Foster.

I also checked GUIDE TO INDIAN PERIODICAL LITERATURE (which indexes NEW 
QUEST among many other titles) for 1990 through mid-2005, again without 
finding any reference to material by Foster.

Looks like it's not there (unless perhaps it was a published letter to the 
editor or somesuch that may have appeared without being either listed on 
the ToC or indexes in GIPL, but that seems a long shot).

I also checked ARTS AND HUMANITIES CITATION INDEX and found reference to a 
couple of articles by Foster either indexed there or listed there as having 
been cited by other articles, but again nothing from that journal or close 
to that title.
