[PW] Average Number of Laws Enacted by Federal, State, and Local Governments

Reference Colleagues:

I received a request from one of our students today requesting some 
rather broad statistical information about the legislative 
process.  He wants a figure for the average number of laws enacted 
each year by the U. S. Congress, any state legislature, and any city 
council in the United States.  I have tried looking for Web sites 
about statistical information about legislative activity, but I have 
come to dead ends.

Can anyone please point me towards any resource, print or electronic, 
that may give the figures he seeks?
