Nothing in the 2006 CANADIAN BOOKS IN PRINT and nothing in AMICUS,
the online union catalog of Canadian library holdings:

I also searched as STEELJACKET (one word) and as STEEL-JACKET
(hyphenated).  There is a novel called STEEL-JACKET by Merle
Constiner (Ace pb, 1972), but I gather Constiner is a real
person (and not a pseudonym for Stroud) and he seems to mostly
write westerns.

When I search Stroud's titles in WorldCat and sort by date, nothing
shows a first publication between 1996 and 2001.

If it appeared in just one list in one book, I'd feel 98% sure it was
a ghost title -- intended but never published for some reason.  Seeing
it in two lists is more surprising, but that's still the most likely
explanation.  (Pyramid pb editions of several of Harlan Ellison books
in the 1980s (?) listed two or three ghost titles that he'd intended to
write but never got to, for instance.)

Or possibly it's a magazine serial or an unpublished TV/movie script or
the like that exists but was never published in book form (unlikely
but conceivable).
