Think I goofed with my last suggestion. Probably what you want is in the print archive and that only goes back a few years. What I was looking at, I discovered, was the online archive which isn't necessarily what's in the print version. Sorry... :-(

This is a Rush request.

The Patron needs the following article for a paper he's doing and cannot
wait the usual ILL waiting period. So I'm hoping someone may have access
to FCW.com and download it for us or have it faxed to us.  The article
comes from The Federal Computer Week September 8, 1997 and the title is:
"OMB Defends Initial Efforts & Promises Final Reports Will Improve" by
