Bruce, I found an online archive search for FCW.com on their web site and there is a September 8, 1997 article by Tillett there but the title is deferent, although it does seem to deal with reports. I've emailed it (or the URL) to you separately and hope it's in time if it's the right one.

The Patron needs the following article for a paper he's doing and cannot
wait the usual ILL waiting period. So I'm hoping someone may have access
to FCW.com and download it for us or have it faxed to us.  The article
comes from The Federal Computer Week September 8, 1997 and the title is:
"OMB Defends Initial Efforts & Promises Final Reports Will Improve" by
