I don't watch as much network TV as I used to either.
So I have not seen all the shows in your list, and am
only a casual or occasional viewer of several others,
but these are my candidates from the list:

>Here it is, your moment of Zen.  -- The Daily Show

>Holy crap!  -- Everybody Loves Raymond

>I'm Larry, this is my brother Darryl...  -- Newhart

Which concludes "... and this is my other brother
Darryl." This was a particular favorite in my family
because one of my nephews is named Darryl. 

Bob Newhart's earlier series, The Bob Newhart Show,
also had a famous catchphrase: "Hi, Bob." I'm told
there's a drinking game based on it, because it's
uttered so often.

As is the "name" or epithet of the character who said
that line, "the Soup Nazi." 

>Norm!  -- Cheers

>The tribe has spoken.  -- Survivor

>Well, isn't that special?  -- Saturday Night Live

>Yada, yada, yada.  -- Seinfeld

>Yeah, that's the ticket.  -- Saturday Night Live

Though perhaps more than any of the others on the
list, this particular line depends on the *way* you
say it. And it's more like, "Heh, heh, (s)he said ..."
with "..." being something that hints at being
naughty, a double entendre, something racy or mildly
scatological or obscene, etc. For example, if someone
mentioned a beaver dam, B or B-h would say, "Heh, heh,
he said 'dam'."
