Perhaps his name is Henry J. Leir. The NY Times has an obit in 1998 for
a Henry J. Leir - 98, Key Figure in Metal Trading (Continental Ore
Corp., later Continental Metal Corp.) and Philanthropy.

Time has an online database of covers at

You can do a keyword search or you can actually look
at the covers one by one.

Unfortunately -- using the keyword search -- I did not
find anyone named Leir, and, for that matter, no one
named Lear in the period you specified.

Could the patron have been misremembering which
magazine Mr. Leir was on?
