There are a couple of ways to do this.
1) Contact the law enforcement officials in the city or cities to which you want to compare Portland, and ask for the statistics on police brutality incidents there.
2) Try the newspapers in the areas.
3) Check the state department of justice website(s) for the areas you're looking for.
