Sharing Michael's puzzlement, I only recall that MacDonald's has a
hamburger university which issues certificates of completion.
They are not alone in this matter.

One is at liberty to set up as a University in one's back room and 
issue degrees
for whatever cause.
The trick is to be accredited - preferably by a creditable accreditor.
