[PW] Policy Development and Best Practices

I am looking for articles and books on the topic of best practices in developing policy in organizations.  I'm finding mostly articles on the policy itself, as opposed to development of policy.  Sources consulted inlcude Lexis-Nexis, Proquest, websites of HBS and MIT and other.
