This is a real toughie! I tried searching Gabriel (which searches many
European national library catalogs including French and German national
libraries, British, etc.) under both author and keyword anywhere.
Another Eisenmanger was retrieved but he was from early 20th century. I
noticed unlau over the "a" and so also tried searching as Eisenmaenger.
Still no luck. I also tried Isenmanger and Isenmaenger (as possible
alternate spellings). Many hits were found on google for Eisenmenger --
but none of these were for person in question.
I searched various biographical resources and history of science
resources on the web. Still no luck. Also searched Poole's Index to
Periodicals (in print -- covers 19th century). Still no luck. Also
tried various science and history of science print publications.
The web document already found at
http://www.davidsarnoff.org/vtm-chapter1.htm
while mentioning him, does not cite source of this information.
I checked to see if there was a bibliography for this document -- there
is not. I wonder if you contacted someone at the David Sarnoff Library
and asked if they had a citation for the statement made about
Eisenmanger if they could find that information for you.

yes, that is the only internet source that lists Eisenmanger. The
earliest
printed reference was in 1903 in England, but no further (first name)
details.
Thank you.
