We use the NOAA local site for weather, but I
know that different regions of the country have
different offerings on their NOAA pages.  Here
is our local page for an example:

http://www.wrh.noaa.gov/total_forecast/index.php?wfo=mtr&zone=caz508&fire=caz207&county=cac001

On the bottom right below the pink and blue
striped area, you will see 'Other Local Obs'
and '2 Day History' which may be what you are
looking for - at least the history part. Not
sure about hourly forecasts.

[Note that if you click on the map, you can
get a 'point forecast' which is more specific
than the area forecast - a real boon here in
the Bay Area.]

I find that trying to navigate from the main site
(http://www.wrh.noaa.gov) I end up in unexpected
places; but you can get pages for your area that
parallel the Monterey page by using the search
function at the top left.  I recommend searching
by zip code if you have it.
