I'd do it as follows:

When I've been asked the question "What did your father do in the war?"
my reply has been, "He tasted butter."

although I tend to lean towards the Brit system of putting commas, etc. 
outside quote marks, which would probably allow one to do it this way:

When I've been asked the question "What did your father do in the war?",
my reply has been, "He tasted butter."
