Hi -

 A patron is trying to recall a quotation on leadership that he's seen
inscribed on a wall somewhere in DC.  He believes the origin came from a
Civil War General.  In paraphrase, he says, goes something like this:

 

"Anyone who does not treat his subordinates as he does his superiors is
not fit for command or should not serve in command".

 

Can anyone come up with the exact quote and who said it?
