[PW] High School Passes

This is my first year at the high school level.  I would like to hear
from people about passes to the media center.  Do you allow study hall
supervisors to give out passes or just classroom teachers?  If you have
a plan that works great and keeps the goof offs at bay, I'd love to
hear.  Thanks.
