The spelling and grammar are atrocious and there's some (also badly spelled) English mixed in, and it's a bit risqué. I conclude that this is a bit of semi-literate graffiti.

It's a variation on the phrase "En bra granne är hårt att finna"--a good neighbour is hard to find--in which the order of the two adjectives is  reversed.

The Swedish characters may not make it through everybody's e-mail systems; for those who can't see them, the vowel in the fourth word is an _a_ with two dots over it; that in the fifth an _a_ with a circle over it.

Modifying _granne_ the adjective should be _hård_ (common gender) rather than _hårt_ (neuter gender).
