I'm not sure if this is what it is referring to, but here in the states
houses used to be built with "mud and lath". That is, you would put in the
studs, then on one side nail thin narrow laths across the studs with space
between them. Then you would cover them with a plaster, smooth it out and
let it dry. That became your wall. You would do the same on the other side. 
If this is not the 'lath' it is talking about then I don't know. But I can
see that it could be.
Rapping (hitting) your digits (fingers) with a lath would be about the same
as hitting them with a ruler.

and measured our successes
with a length of wooden lath.
She would verbalize the tables
but still conserve her powers:
I recall that she drummed digits,
