I think the position of "lessons learned" stems from a congressional
mandate for agencies to collection and disseminate best practices and
lessons learned. I worked on the DoD's "Best Practices Clearinghouse"
http://bpch.dau.mil/provider/mainpage.asp which was originally
contracted out to a research group and then brough under the Defense
Acquisition University.
The idea is that these "war stories" and lessons learned will be
accessible to the workforce so they can learn from the experiences of
others. The director for lessons learned probably is in charge of the
project to collect, manage, and disseminate said lessons learned as
well as collect metrics on if people are using the system and working
more effectively because of it.
