I hate to point this out, but there is a more obvious (or more facetious) 
answer.  He didn't use "I," but he did use "we."

yourDictionary.com has performed a textual analysis of all inaugural 
addresses, and they state that Teddy's address marked the beginning in a 
decline in reading level because he "was a man of the people."  Perhaps it 
was a move to show how much of a man of the people he really was.  The

doesn't offer much more insight.
