I'm a little puzzled.  I found this reference

Director of Lessons Learned Information Sharing (LLIS.gov), the

Mr. Rabin served nine years as a naval officer and has also worked as a 
survivability consultant to the Defense Threat Reduction Agency. Mr. 
Rabin is a nationally registered firefighter and emergency medical 
technician."

I did not find a Stuart Baker on the White House web site.  There was a 
reference to a Stewart Baker who is Assistant Secretary (Policy), Dept. 
of Homeland Security.

Mr. Rabin seems to be a consultant from a private firm that advises on 
security.  There is more information at
