I'm not a lawyer, and I've never played one anywhere.  However.  I have a
PAL video tape, and getting it transferred to NTSC has proved to be
impossible, as every place that offers the service also adds "we do NOT
copy copyrighted material, please do not ask".  That answered it for me. 
I rented a video player in PAL format, and did some work.  Connie
