Jeanne,
This may be obvious or a dead-end at any rate, but have you tried the Coca Cola Museum in Atlanta, which is where the famous drink was born? The place seems basically kitchy (and I'm told they charge $10 to enter their holy halls), but the link below will allow you to contact them with your question in the hope they would have someone interesting enough to answer it.

to think that it's extremely valuable, which is a refreshing change.) It has
a vintage Coke picture on it from the "Through the Years" ad campaign (he
has a trading card with the same picture on it which identifies the ad
campaign as being from 1939) and is a Royal Crown Arnart Smug Mugs (or
Smartmugs) 44/319. The picture is of an old car (a Model T type)with some
people enjoying a refreshing Coke. It's black and white, rather like a
drawing. The cup itself is white with a small pedestal base and a red ring
around the bottom. He'd like to know if it was part of a set and when it
would have been issued. Of course, if there has been a value attached he'd
like to know that. We have a book on Coca-Cola collectibles on order. It
doesn't appear in our other sources.

Alternately, information on the company would be helpful.

I've gone through the listings at ebay and other sites but haven't seen a
match. There are some zodiac mugs by the same company which are in the same
style of cup; I think those were listed as being made in the 70s or 80s,
which is when I suspect this mug was manufactured.

Thanks in advance for any information!
