[PW] looking for a short sci fi story

Hi everyone.
I'v been looking for a short sci fi story for the longest time
and i cant find it - (a friend suggested to ask you.)
I don't have alot of information but what I do have is...
It's about a music composer who was aloud to compose only his original music
(and not to hear other music - he was put in some kind of cottage in a 
forest) one day he
snuk out and listened to anothers music, and when he composed, his music was
influenced from the music he heard. He was punished not to compose again but 
of course
he had to. So he did it in different ways and when "they" found out "they" 
cut his hand off. so he started composing for a choire through his voice and 
"they" found out and took his voice and he
had such a tuff time that he died at the end - i think.
anyway I think the story is in an Anthologie for best short stories but i'm
clueless and I would really love to get help.
