The poem is by Rosemary and Stephen Vincent Benet, on pages 80-81 of "A Book of Americans," 1933.

"Fool Tom" Jackson
Aren't you tired of teaching,
Teaching boys tactics
In a dusty study hall?
"I read Napoleon's Maxims
And the Book of Kings and Prophets.
I hear a wind rising I wait for a call."
