Sorry, John, basically a negative report.
We keep The Economist in paper for ten years, so I unsuccessfully looked for
an issue dated January 1, 2000.  Every year they have their "The World of
(year)" to start the new year, but I couldn't find a publication date on
that.
What we do have is the end of year double edition, titled "Millennium
special edition", which is dated 'January 1st 1000 - December 31st 1999' and
which includes inside its covers the December 23rd issue of "The Economist".

I believe this is followed by 'The World of 2000', as it is forecasting
events in the coming year.
Our next issue is the January 8, 2000 issue.  
The regular issues do not include bylines with the articles, nor was I able
to find a listing of contributing writers.

For a member of the administration, I am trying to locate the complete 
quotation and citation for the following:
"was the inclusion of women and former outsiders into every aspect of 
the public arena, particularly in leadership and other decision making 
roles."

The author is believed to be Sally Helgesen, and the source is thought 
to have been in a special edition of The Economist dated January 1, 
2000. The IC Library does not maintain paper holdings back that far, and 
the online edition appears not to include the special edition (or the 
person looking for the quote has inaccurate information).

We have checked to see if an article by or about Sally Helgesen on or 
near that date was in a different publication, but no luck. We haven't 
read through her book, The Female Advantage, yet. Ms. Helgesen has been 
contacted by email, but she has not yet responded.
