I looked through our bound volume of Life, January-June, 1937. The only cow photos were the two I have already mentioned. The photo must have appeared in another magazine OR it was published by Life sometime AFTER June, 1937. You can eliminate those six months of Life from your search, I'm 99% certain.
I found it interesting to note that, in this particular six-month period, Life published many photos/articles about the growing military strength of Japan and Germany. England's attention was centered on the preparations for the coronation of King George VI. The coverage for the United States was focused on FDR's attempt to expand the Supreme Court from 9 to 15 justices.
And Nero fiddled while Rome burned.
