[PW] Phrase in a book or story

This is for me, no rush...

I read a phrase in a book or short story ages
ago. It told of the ebbing of Winter by
describing how the wind could still make the old
horse in the meadow turn his back, but it could
no longer make him bow his head. 

Where, oh where is this from? It's the only piece
of whatever-it-is that has stayed with me. Does
it ring a bell with anyone? Thank you, W0mbat$!
