[PW] Hip Hop Quotation

The quotation "the strong rule the weak, but the wise rule the strong" has been attributed to hip-hop artist, Lake.  Our young patron would like to know if this quotation appeared any earlier or is a paraphrase of someone else's quotation. I have checked my quotation books here and the online sources at IPL and haven't found any evidence of a prior variation.
