I ran "founded on the printed word" on
Google Scholar, where the search turned up "The Common Ground of
McLuhan and Frye" (by Francesco Guardiani) at
Author says that in "Canada: The Borderline Case,"
a McLuhan essay in _The Canadian Imagination: Dimensions of a Literary
Culture_ (David Staines, editor), Cambridge, MA: Harvard UP, 1977,
this is on page 242:
"American politics were the first to
be founded on the printed word."
