[PW] Walking the beat

Wouldn't all of this have to do with the stride of the policeperson? A
6'8" man might have a bigger stride than a 5'1" woman.  This gives rise
to the question of what exactly is a beat?  Would it be the "such and
such" section or a given number of blocks "Between 12th Street and 21st
Street south to the River"?  Are some beats larger than others?
