[PW] Cold War book

Hello all,
I've got a patron looking for a book that I am unable to find and I could use some help.

She says it is around a 7th grade reading level, it is about the cold war, and could be titled something like the Children's Hour.  She remembers that it is about the Soviets invading America and that it ends with the U.S. flag being burned.  Anyone have a clue?  I have searched our catalog and Amazon and can find nothing similar.
