The poem is "An Epistle to Dr. Cornwallis" by Sneyd Davies. It appears 
in in a collection by William Enfield called _The Speaker: or, 
Miscellaneous Pieces_ (London: W. Clowes, 1827), p. 94, under a heading 
called "Against Indolence." The first and third lines are truncated as 
you have them:

          "...though steep the track,
          Her mountain's top would overpay, when climb'd,
          The scaler's toil..."
