[PW] Short Story Search

Good morning all, I'm trying to help a patron who is looking for a short
story, which they read a long time ago.  It's set in a winter in a small
village in America, near a prison.  A prisoner escapes and eludes capture.
Crimes start to happen more and more, and the town is gripped with fear and
begins to panic.  Punch line: Spring comes and in the melt, the body of the
prisoner is found close to the prison walls, showing that the prisoner
never made it very far and thus didn't commit the crimes.

Honestly it sounds more like Durrenmatt than O Henry, and COP AND THE
ANTHEM, the O Henry story about a cold convict, is not close in theme.
Does this sound familiar?
