Great! Many thanks to Donna and Barb. I was able to view the November
3, 1988 piece in "Rolling Stone" magazine on microfiche. The Quote
Investigator website now has an article on this topic:

Somebody Has To Do Something. . . It Seems Pathetic That It Has To Be Us

[Begin excerpt from acknowledgement]
Special thanks to wonderful research colleagues who identified and
shared important citations. Barbara Schmidt located the crucial video
clip of Jerry Garcia. Barry Popik located the September 28, 1988
citation. Donna Halper located the October 10, 1988 citation. Jesse
Sheidlower precisely located the “Newsweek” citation based on the
inexact information from a Google Books snippet match. Also, thanks to
Popik for his previously posted exploration which found citations
beginning in December 1988.

Here is a YouTube link to the video clip Barb found embedded in a Facebook page:

It does not include the quote but includes a lot of comments from Garcia given in a news conference from “yesterday”. If the appearance at the UN was in fact September 13, 1988, this might help nail down an official transcript from UN archives.

>>> So, I have located an even earlier version of the quote, and yes it's a real quote. Garcia and the Grateful Dead had launched a series of events to support rain forest preservation, including the aforementioned Madison Square Garden concert, and a talk Garcia gave before the United Nations. According to Bernice Paglia, reporter for the Bridgewater NJ Courier-News, 10 October 1988, p. B3, during the UN talk, Garcia noted that fans of the Grateful Dead needed to plunge into this [cause] and find out what you can. The first step is to find out stuff." He then said that it was members of Greenpeace who persuaded the band to get involved, and he hoped fans would do the same. Commenting that he now believed the Grateful Dead's role was telling people the rain-forest issue was a matter of global survival, he added, "It seems pathetic that it has to be us."
